Research for a Crime Novel

I'm currently writing a psychological thriller based here on the Island and I'm running into some research problems. Does anyone have a friend in the Guardia Civil that would be willing to help me? Or can anyone give me details of a contact in the local Government offices maybe?
Any lead in at all would be most helpful.
