Large water bill

Hi
I live on a complex and have received a 2 large water bills in excess of €1,000, I would like to know what t can do to about this. I have had three plumbers verify there are no leeks at the property, the water has been turned off and water company has confirmed the bill. Any advice would be appreciated.
